The Honorable James Byrne was sworn in as Deputy Secretary of Veterans Affairs on September 16, 2019. Prior to this role, Byrne had served as the General Counsel and Acting Deputy Secretary of Veterans Affairs since August 28, 2018. As Deputy Secretary of Veterans Affairs, Byrne works closely with the Secretary in leading the operations of the federal government’s second-largest Cabinet department, with some 370,000 employees in VA medical centers, clinics, benefits offices, national cemeteries, and other facilities throughout the country. As General Counsel, Byrne led a nationwide team of attorneys, paralegals, and staff who support the mission and priorities of the Department of Veterans Affairs by providing sound legal expertise, representation, and as needed, critical problem-solving skills and risk-management advice to the Secretary and other senior VA leaders. As the Department’s in-house law office, the Office of General Counsel serves as a full business partner to VA leaders and ensures the just and faithful execution of the laws, regulations, and policies that the Secretary has responsibility for administering, thereby enabling the Department to accomplish its mission of service to our nation’s Veterans. Byrne served as Associate General Counsel and Chief Privacy Officer at Lockheed Martin Corporation where he was also the company’s lead cyber and counterintelligence attorney. Prior to joining Lockheed Martin, Byrne served as the career Senior Executive Service Deputy Special Counsel with the Office of the United States Special Counsel, and both General Counsel and Assistant Inspector General for Investigations with the Office of the Special Inspector General for Iraq Reconstruction. Byrne has over 20 years of experience in the public sector, including service as a deployed Marine infantry officer and a U.S. Department of Justice (DOJ) international narcotics prosecutor. He volunteered for the past ten years on the executive board of Give an Hour, a non-profit organization that has developed national networks of volunteer professionals capable of providing complimentary and confidential mental health services in response to both acute and chronic conditions that arise within our society, beginning with the mental health needs of post-9/11 veterans, servicemembers and their families. Byrne is a Distinguished Graduate of the U.S. Naval Academy, where he received an engineering degree and ultimately held the top leadership position of brigade commander. He earned his J.D. from Stetson University College of Law, St. Petersburg, Florida and started his legal career as a judicial law clerk to the Honorable Malcolm J. Howard, U.S. District Court, Eastern District of North Carolina.

Ruby B. Harvey is the Executive Director for the Office of Small and Disadvantaged Business Utilization (OSDBU) at the U.S. Department of Veterans Affairs (VA), where she is responsible for programs that promote small business participation in VA procurements, with special emphasis on Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses (SDVOSBs and VOSBs). Ms. Harvey is a member of the United States Senior Executive Service and has more than 25 years of acquisition, program management, finance, training, information technology and human resources experience in the public and private sectors.


Prior to her position with OSDBU, Ms. Harvey served as Chancellor of the VA Acquisition Academy (VAAA), where she directed and oversaw the training of VA’s acquisition workforce. Ms. Harvey oversaw the Acquisition Internship, Program Management, Contracting Professional, Facilities Management, and Supply Chain Management Schools, ensuring VA has the most qualified program managers, contracting
officers, construction and facilities managers, and supply chain managers and logisticians.


Prior to her position with the VA Acquisition Academy, Ms. Harvey served as the Associate Deputy Assistant Secretary (ADAS), Acquisition Program Support in VA’s Office of Acquisition and Logistics (OAL), where she provided executive direction for acquisition support services focused on Workforce Development, Supply Fund Management, Human Resources, Business Transformation, OAL Facilities, and Emergency Preparedness.


Ms. Harvey previously served as Director for Enterprise Acquisition Systems (EAS) Service, where she oversaw all aspects of the acquisition systems for the Department including the electronic contract management system. Prior to joining VA, Ms. Harvey served in a senior leadership position with the United States Department of Agriculture as Chief, Procurement Systems Division in Washington, D.C. During her time in the private sector, Ms. Harvey served as Verizon Wireless’ Associate Director, Mid-Atlantic for Revenue and Systems Assurance. Her professional background also includes Federal technology consulting.


Ms. Harvey earned her Master of Science degree in Information and Telecommunications Systems from Johns Hopkins University. She also completed her post-graduate studies in Electronic Commerce at Johns Hopkins University. She holds a Bachelor of Science degree in Finance from Jackson State University and is a graduate of the Federal Executive Institute. Ms. Harvey is a Federal Acquisition Certified Project/Program Manager (P/PM–Senior), a Project Management Professional (PMP), a member of the Federal Acquisition Institute (FAI) Board, the Project Management Institute, the National Contract Management Association, the Executive Women in Government organization, a former member of the Project Management Institute Global Executive Council, and a former Advisory Committee Member for the Master of Science in Project Management Program at Morgan State University in Baltimore, Maryland.

Sharon G. Ridley, MSW, LCSW is the Deputy Executive Director for the Office of Small and Disadvantaged Business Utilization (OSDBU) at the U.S. Department of Veterans Affairs (VA). She is responsible for oversight of programs that promote small business participation in VA procurements, with special emphasis on Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses.

Prior to her position with OSDBU, Ms. Ridley served as the Executive Director, Network Support, leading initiatives to advance Secretary of Veterans Affairs priorities. Reporting directly to the Deputy Under Secretary for Health for Operations and
Management of the largest integrated health care system in the nation ($70B budget, 1250 sites of care, and more than 300,000 employees). In this role she provided health care operations guidance and information on strategic initiatives to regional leadership including 18 Veterans Integrated Service Network (VISN) directors and 172 medical center directors.


Ms. Ridley previously served for 6 years as Chief Operating Officer in the Veterans Health Administration Procurement and Logistics Office, providing primary support to the chief officer, whose responsibilities included leadership and oversight to approximately 2,800 contracting and logistics professionals. She supervised a staff of 27 and provided oversight for budget and fiscal responsibilities (in excess of $308M), human resources, the Chicago-based Data Collection and Extraction Program, and many other management functions.


Past VA experiences included serving as a Health System Specialist in the Office of the Deputy Under Secretary for Health for Operations and Management; as the Administrative Officer for the Geriatric Rehabilitative and Extended Care Center at VA Pacific Islands Health Care System, where she provided a broad range of administrative functions including consultation, support, resolution of staffing issues, and oversight and approval of the budget; as the Business Operations Manager for the VHA Employee Education System; an assignment in VA’s National Cemetery Administration headquarters; and as a psychiatric social worker at VA Loma Linda Healthcare System.


Before joining VA, Ms. Ridley served as Director, U.S. Navy Family Service Center, Sasebo, Japan. She provided a broad range of community services for a population of approximately 6,000 military service members and their families. Ms. Ridley directed programs for a multi-service organization, which included 13 core technical programs.


Ms. Ridley is a proven leader with a broad range of successful work experiences with Veterans, military members, civilians and contractors, across the country and internationally. She has over 22 years of experience leading clinical and administrative programs, both internal and external to the Federal government, at the national level and in the field.


She earned a Bachelor of Science degree in Social Work from Tuskegee University and a Master of Science degree in Social Work from Clark Atlanta University. She is licensed by the Florida Clinical Board of Social Work Examiners and is also a graduate of the Federal Executive Institute.

John Windom serves as VA’s Executive Director for the newly established Office of Electronic Health Record Modernization (OEHRM). Mr. Windom successfully led the multi-billion-dollar acquisition of the Cerner Millennium solution over the past year under the former Program Executive Office construct.


His efforts are now focused on the implementation, integration, deployment, and oversight of the newly acquired, state-of-the-market electronic health record (EHR) in support of seamless care and health data movement objectives between VA and the Department of Defense (DoD).


Prior to coming to VA, Mr. Windom held the rank of Captain in the United States Navy and was a Program Manager for Manpower, Personnel, Training and Education Transformation. He developed and implemented an acquisition strategy to transform the Navy’s 55 legacy human resource (HR) management systems to a state-of-the-market commercial HR solution/product. Prior to that, he was a Program Manager for the Program Executive Office of the Defense Healthcare Management Systems. He led his team to acquire, test, integrate, and deploy a new EHR system to replace DoD’s legacy EHR system in support of over 9.6 million military service members and other beneficiaries.


Mr. Windom was awarded the Defense Superior Service Medal and Bronze Star. He was also awarded the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, five Navy Commendation Medals, two Navy Achievement Medals and other service, unit and campaign medals, awards and citations. Mr. Windom was selected as Defense Contract Management Agency’s Field Grade Officer of the Year in 2009.

Karen L. Brazell was appointed Principal Executive Director for the Office of Acquisition, Logistics and Construction (OALC) on August 6, 2018. As the advisor to the Deputy Secretary on acquisition, logistics, and construction issues she directs the development of policies, determines priorities, and establishes organizational goals and objectives for OALC. She also serves as Chief Acquisition Officer, overseeing acquisition, contract administration and supply-chain processes for the Department.


Prior to joining the Department of Veterans Affairs, Mrs. Brazell served as Chief of Staff for the White House Military Office where she oversaw strategic planning, engagement planning, communication product development, staff coordination and integration, special projects, policy development, and resource management. Prior to that, she served as Deputy Director of the Acquisition and Resource Integration, Naval Facilities Command, responsible for enterprise-wide acquisition and resource integration for the White House Military Office, Policy, Plans and Requirements directorate.


Mrs. Brazell served on active duty in the United States Army from 1984-1988, then spent 17 years as a DoD contractor before joining the DoD civilian service in 2006. .


Mrs. Braze!l earned a Bachelor's of Science in Computer Science from Chapman University and a Masters of Arts in Organizational Management from the University of Phoenix. She is a recent graduate of the Office of Personnel Management Federal Executive Institute, a DAWIA Level Ill Program Manager, and holds a certificate in Public Leadership from Brookings Institute. She received the Secretary of Defense Meritorious Civilian Service Award in 2018.

Ms. Tammy Czarnecki is the Assistant Deputy Under Secretary for Health for Administrative Operations (ADUSH). Ms. Czarnecki is the principal advisor to the Deputy Under Secretary for Health for Operations and Management, directing the day-to-day operations of the Office which oversees 18 Veterans Integrated Service Networks (VISNs). As the ADUSH for Administrative Operations, Ms. Czarnecki is directly responsible for managing 10 major health care support programs, including Occupational Safety and Health, Emergency Management, Procurement and Logistics, Healthcare Technology, Capital Asset Management & Engineering Support, Environmental Programs, Veterans Canteen Service, New Facility Activations, the Center for Engineering and Occupational Safety and Health, and Member Services. She served as the Deputy for the Assistant Deputy Under Secretary for Health/Clinical Operations in Central Office of the Veterans Health Care Administration. Her primary focus was working with clinical operations in the integration and execution of clinical services through VHA. She has also served as the Director of Performance Management for the Office of Quality and Performance, as a Quality Manager, and as an Educator at the VA Pittsburgh Health Care System throughout her twenty-six year career at VHA. She has worked with Joint Commission as a Disease Specific Reviewer in their Certification programs and served on faculty at the University of Phoenix facilitating Statistics, Organizational Leadership, and Health Care Quality Management in their online program. Ms. Czarnecki held several leadership positions within the Department which include Deputy, ADUSH Clinical Operations; Director, Performance Management; and Technical Quality Specialist.

James P. Gfrerer was nominated by President Donald J. Trump to serve as the Assistant Secretary for Information and Technology and Chief Information Officer and was confirmed by the United States Senate on Jan 2, 2019.


As Assistant Secretary, he leads a team of more than 8,000 employees and 8,000 contractors in the Office of Information and Technology (OIT) to deliver technologies and services that improve the Veteran experience. OIT manages an IT budget of $4.2 Billion in support of the Veterans Benefits, Veterans Health, and National Cemetery Administrations and the entire $200 Billion VA System.
In this largest centralized IT program in the Federal space, OIT executes the enterprise IT strategy, transforms the business, operates the network infrastructure, and secures all applications and systems.

Prior to joining VA, Mr. Gfrerer was an Executive Director with a Big Four professional services firm for over three years. As a leader in the firm’s Advisory and Cybersecurity Practices he and his teams assisted commercial sector clients in business process optimization, risk management, cyber risk transformation, and managed services outsourcing. He worked in numerous industry sectors including industrial products, manufacturing, aerospace and defense, and healthcare.
Ahead of his commercial sector tenure, Mr. Gfrerer was an active duty Marine Corps Officer, rising to the rank of Colonel. Throughout his 28 years of service, his assignments included specialties such as infantry, IT, training, and cybersecurity. He served as a Marine Corps-wide System Support Officer, supervising IT and decision-support systems, migrating legacy systems to web- and micro-based applications, and developing early mobile applications. In his operational tours, he commanded at every level, including four combat tours in Kuwait, Iraq, and Haiti. His final active duty assignment was as a DoD Detailee to the Department of State, where he was a Senior Executive in Counterterrorism Communications and a Senior Military Advisor and Cybersecurity leader for an Undersecretary.

Mr. Gfrerer earned his Master of Science in National Resource Strategy Management (Information Communication Technology Concentration) from the Industrial College of the Armed Forces and his CIO Certificate from the Information Resource Management College at the National Defense University, both as distinguished graduate. He earned his Bachelor of Science in Computer Science from the U.S. Naval Academy. He is Lean Six Sigma certified and a member of the Information System Audit and Control
Association (ISACA).

Luwanda F. Jones currently serves as the Deputy Chief Information Officer (DCIO) for the Office of Strategic Sourcing in the Office of Information and Technology (OIT). As the DCIO for Strategic Sourcing, she supports OIT and the Department by providing executive oversight and leadership for the development of plans and processes necessary to control, optimize, and leverage the volume of acquisition actions associated with IT/IT-related needs/requirements throughout the Department. She provides IT acquisition policy, plans, and guidelines for all IT acquisitions valued at over $4B annually. She works directly with the CIO to ensure that the accountability and responsibility documented in Federal IT Acquisition Reform Act (FITARA) for IT/IT-related acquisitions are implemented, monitored, and are following the FITARA legislation throughout the Department. OIT.


Prior to her current position, she served as Executive Director for IT Acquisition Strategic and IT Space/ Facilities Management in OIT. As the Executive Director, she served as the OIT representative to the VA Strategic Capital Investment Planning (SCIP) process, including major and minor construction projects needed to address IT infrastructure deficiencies across the VA enterprise. She provided oversight for 1 Million sq. ft. feet of space in 40 locations throughout the United States. She managed portfolio of facilities minor construction projects valued at approx. $68M. She also served nine months as Acting Deputy Assistant Secretary ITRM and the IT Chief Financial Officer. In this role, she was the principal advisor on IT resource requirements,


Retired U.S. Army Colonel who served for 28 years in various senior acquisition and information technology positions. A 2007 graduate of the Industrial College of the Armed Forces, National Defense University, Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certified in Program Management and Information Technology.

As Executive Director, Service Area Office (SAO) West, Sacramento, CA, Mr. Jordan, in this capacity as the Head of Contracting Activity (HCA), leads over 700 contracting professionals located in 21 western states and US territories (from Texas, north to Montana, west to the Philippines). He oversees the obligation of $3 billion and the award of 44 thousand contracts annually. He manages the full range of procurement vehicles, policies, procedures, and operations for five (5) Veterans Integrated Service Networks (VISNs) and six (6) Network Contracting Offices (NCOs) in support of our nation’s Veterans. He also leads a higher headquarters staff of 20 professionals responsible for the operational execution, oversight, compliance, direction and support to all procurement organizations within the SAO West region. Mr. Jordan ensures operational effectiveness of all procurement and contract management activities and compliance with all regulations, policies and Standard Operating Procedures (SOPs). Additionally, he directs standardization of organization structure, processes, procedures, terminology, performance measurement, and customer satisfaction across NCOs in the region.


Mr. Jordan is a seasoned senior management professional with proven experience leading acquisition strategy, business and facility operations, program management, supply chain operations and process improvements in healthcare supplies, equipment, services and highly-technical contracts to also include construction and leasing requirements at over 450 sites of care within the western region. Mr. Jordan is certified in the Federal Acquisition Certification, Level III (Contracting), the Acquisition Professional Development Program, Level I (Life Cycle Logistics), and the Acquisition Professional Development Program, Level I (Program Management).

Mr. Spitzmiller was appointed to his current duties as the Executive Director in August 2019. In this capacity, he is responsible for contracting oversight of the Central Region, consisting of nearly 1000 employees who execute $7.4B in contract actions yearly; broken out into six (6) Network Contracting Offices (NCOs), the Program Contracting Activity Central (PCAC), and the Consolidated Mail Order Pharmacy (CMOP).

Prior to taking over as the Executive Director, he performed duties as the Director of Contracting for Network Contracting Office 10, supporting the Veterans Integrated Service Network (VISN) 10 (VA Healthcare System of Indiana, Ohio and Michigan). During this time, he was responsible for the regional contracting consolidation of NCOs 10 & 11. In 2015, he was the Acting Executive Director of Contracting for Service Area Office (SAO) East, overseeing operational contracting actions for the entire East Coast. Mr. Spitzmiller is a retired Air Force Colonel, serving 27 years in 14 various contracting and acquisition positions to include an education sabbatical with Boeing, overseeing Government engine programs at General Electric in Cincinnati OH, a tour with the Inspector General’s Office, a Program Manager and culminating as the Director of Contracting for Air Mobility Command. Upon his retirement from the Air Force, he began his civilian service career with Customs and Border Protection (CBP), Department of Homeland Security (DHS), Indianapolis, IN & Washington, D.C. He transferred to the Veterans Health Administration in 2011.
He had an exceedingly successful Air Force career, leading two of the four units he commanded in being decorated with the Air Force Outstanding Unit Award (Top 10%). Moreover, he received numerous personal awards and decorations, including the Legion of Merit and the Secretary of the Air Force Professionalism in Contracting Award. He maintains a Federal Acquisition Certification (FAC) Level III in Contracting and held FAC Level III in Program Management.

Mr. Maletta assumed his current duties as the Director, Veterans Health Administration, Regional Procurement Office (RPO) Eastin February 2016. He manages a budget of over $4 billion and is responsible for contracting oversight of the entire East Coast to include Puerto Rico, over 1000 employees throughout 8 Network Contracting Offices and PCO East. Prior to taking this position, he was the Director of Contracting for the Naval Reactors Laboratory Field Office and responsible for cradle-to-grave contracting and subcontract oversight for an annual “spend” of approximately $3 billion annually including the consolidated Management and Operations contract for the Bettis Atomic Power Laboratory, the Knolls Atomic Power Laboratory and their associated sites. Mr. Maletta’s previous experience also includes service as the Field Representative for the Director, Naval Nuclear Propulsion for business oversight of nuclear component contracting and the naval nuclear industrial base. He also served in the U.S. Navy’s Supply Corps as the Director of the Naval Reactors Material Office in Mechanicsburg, PA and served as an enlisted nuclear propulsion plant operator on the USS City of Corpus Christi (SSN-705) where he was awarded a NROTC scholarship by the Chief of Naval Education and Training. He is FAC-C Level III certified in Contracting. He is currently pursuing Master of Arts, Human Services Counselling — Crisis Response and Trauma, Liberty University, Lynchburg, VA.

Brad leads two critical functions for VBA, Central Intake and IT liaison. His intake responsibilities include the manual and automated processing of more than 300,000 mail packets and 60 million document images a month under the Veterans Claims Intake Program, as well as the automation of payments for online claims. He is also responsible for the integration of projects with multiple VBA elements and improving the resiliency of VBA’s software systems, which track millions of pending and completed claims, and pays in excess of four billion dollars a month in Veterans benefits through the Veterans Benefits Management System (VBMS) and Finance and Accounting System (FAS). In his IT liaison role, he coordinates VBA’s technology related planning, prioritization and execution as well as the associated funding of VBA’s software requirements, testing, and deployment with OI&T. Fiscally, he is directly responsible for the execution of $150 million dollars annually.

Craig Robinson was appointed to his current position in October 2006. In this position, Mr. Robinson provides the leadership and program management for the Department of Veterans Affairs (VA), Office of Acquisition, Logistics and Construction (OALC) National Acquisition Center located in Hines, Illinois. He is responsible for the national acquisition and distribution programs established for the VA medical centers, clinics, and nursing homes, as well as for use by other Federal agencies such as the Department of Defense, Federal Bureau of Prisons, Public Health Service, Indian Health Service, General Services Administration, and those entities nationally and internationally recognized and approved by Congress. The National Acquisition Center, which includes responsibility for the Hines Service and Distribution Center (Hines, IL), and the Denver Logistics Center and Commodities and Service Acquisition Services located in Golden, Colorado. The National Acquisition Center establishes and administers over 2,000 active multi-year national contracts for pharmaceuticals; medical and dental supplies and equipment; laboratory clinical analyzers (cost-per-test), and highly technical medical equipment systems, in addition to contracts for Professional and Allied Services, Reference Laboratory, and Prime Vendor “Just-in-Time” distribution programs for pharmaceutical and subsistence (non-perishable food). The National Acquisition Center’s acquisition programs are valued in excess of $100 billion (multi-year value).


Prior to his current position, Mr. Robinson was Chief of the Contracting Center, Military Surface Deployment and Distribution Command in Alexandria, Virginia. With over 25 years of acquisition experience in the Department of Defense, Mr. Robinson has lead acquisition professionals in Army and Air Force organizations prior to progressing to his current position. Mr. Robinson began his career at the San Antonio Air Logistics Center, Kelly Air Force Base, Texas. He is a recipient of the Army Achievement Medal for Civilian Service and the Army Superior Civilian Service Award. He is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society and is a Department of Veterans Affairs Senior Executive Fellow.


Mr. Robinson, a native of San Antonio, Texas, holds a Bachelor of Business Administration Degree from the University of Texas at Austin. He also holds a Master of Science Degree in Administration from Central Michigan University.

Mr. Larry Stubblefield is the Associate Administrator for the Office of Veterans Business Development (OVBD) at the U.S. Small Business Administration (SBA). In this role, Mr. Stubblefield oversees the OVBD team in formulating, implementing, administering, and promoting policies and programs that equip veterans, service members (active duty, National Guard, Reserve), and military spouse-owned small businesses with counseling and education, access to capital, and contracting opportunities.


Mr. Stubblefield joined the SBA in 2016, serving as the Assistant Administrator for the Office of Diversity, Inclusion and Civil Rights, and most recently as the Acting Associate Administrator for OVBD. Prior to the SBA, he held numerous leadership positions with the US Army, including Deputy Assistant Secretary of the Army for Diversity and Leadership and Functional Chief Representative for the Army’s Equal Employment Opportunity Career Program.


Mr. Stubblefield has first-hand military experience, having served 30 years as an enlisted soldier and active duty officer in the US Army. In 2005, he retired from the military as a Colonel and was appointed to the Senior Executive Service. Mr. Stubblefield is the recipient of the Distinguished Presidential Rank Award, holds an MBA from the University of Tennessee and a BS in Business Management from Embry Riddle Aeronautical University.

Barbara Carson is the U.S. Small Business Administration’s Deputy Associate Administrator for the Office of Government Contracting and Business Development. She joined the SBA in June 2013.


In this role, Carson advocates for small business contracting opportunities in federal agencies and enhances SBA federal procurement programs including 8(a), HUBZone, Woman-Owned Small Business and All Small Mentor Protégé programs. She and her team support thousands of small businesses every year as they compete for over $500 billion in federal prime contracts and billions more in subcontracts.


In her previous assignment, Carson served as the SBA’s Associate Administrator for the Office of Veterans Business Development. Her military background was an asset to the program, having served over 20 years as an active duty and reserve officer.


Carson is also Colonel in the U.S. Air Force Reserve (USAFR), assigned to the Office of the Chairman of the Joint Chiefs of Staff, Office of Public Affairs. Her experience includes nuclear command and control and public affairs assignments across the United States, Japan and Europe.

Mr. Glenn A. Delgado is the Associate Administrator of the Office of Small Business Programs at the National Aeronautics and Space Administration. As the Associate Administrator, Mr. Delgado provides executive leadership and policy direction for developing and implementing policies and initiatives throughout NASA to ensure that all categories of small businesses are afforded opportunities to compete for Agency contracts. Since Mr. Delgado’s arrival at NASA, the dollars awarded to small businesses have increased significantly from fiscal year (FY) 2007 until now. At the end of FY 2017, NASA awarded $2.7 billion directly to small businesses. NASA has seen a 28% increase in direct awards which equates to approximately $769M to small businesses.


During his tenure as Associate Administrator, Mr. Delgado served as the Chairman of the Executive Committee of the Federal Office of Small and Disadvantaged Business Utilization (OSDBU) Directors Council for several years. He also continues to lead his team in a collaborative project with the Office of General Counsel and Office of Procurement to publish several new policies, contract clauses, and NASA Federal Acquisition Regulation (FAR) Supplement changes that were beneficial to the Agency’s small business programs. The Small Business Administration (SBA) has recognized several new policies/procedures that NASA implemented for its small business program as a Federal Government Best Practice.


In 2010, Mr. Delgado received the second-highest award bestowed by NASA, the NASA Outstanding Leadership Medal. He received this award for his innovative practices and outstanding stewardship of NASA’s small business programs in supporting the Agency’s mission, goals, and objectives. In September 2010, the Congressional Black Caucus honored him with the 2010 Small Business Champion Living Legends award. In July 2013, Mr. Delgado was presented with NASA Exceptional Service Medal. Mr. Delgado’s career success was recognized in FY 2014 with the second highest annual award given to career Senior Executive Service members, the President Rank Award of Meritorious Executive. In 2016, Mr. Delgado also received the Special Act Award and Mentoring Award, a NASA Headquarters’ Honors Award.


Prior to Mr. Delgado’s appointment to NASA, he served as the Director of Small Business for the Naval Air Systems Command (NAVAIR) and the Acting Director of the Department of the Navy’s Office of Small Business Programs. He has over 35 years of acquisition experience. While at NAVAIR, he worked on several major weapon system programs and served as the Procuring Contracting Officer (PCO) for the A-6, EA-6B, and F/A- 18 C/D aircraft.


In September 2006, Mr. Delgado was awarded the Superior Civilian Service medal, the second-highest award that can be presented to a civilian in the Navy, for his exceptional service to the Navy Small Business Programs Office. Mr. Delgado was also awarded two Department of the Navy Meritorious Civilian Service medals (1996 and 2000) for his innovative approaches in the acquisition process while serving as a PCO for the EA-6B aircraft and for his performance as National Aeronautics and Space Administration the Director of Small Business at NAVAIR. Mr. Delgado also received the Department of the Navy Competition and Procurement Excellence Award.


Mr. Delgado earned his B.S. from the University of New Hampshire and his M.B.A. from Marymount University. He is Level III- certified in Acquisition Professional field of Contracting and a member of the Acquisition Professional Community.

Phillip Juengst has served 20 years in the federal government, leading organization and agency-wide efforts to improve operations and achieve strategic performance goals.
Mr. Juengst is currently Director of the Office of Small and Disadvantaged Business Utilization in the U.S. Department of Education, where he is working to strengthen internal and external partnerships to ensure small business is a strategic partner in delivering the Department’s mission.


Mr. Juengst previously served in a number of executive and leadership roles in the Department. As the Performance Improvement Officer, he led development of the Department’s current Strategic Plan. Mr. Juengst’s other accomplishments include building the Department’s enterprise risk management program, overseeing action plans that reduced improper payments as well as risks in the management of information technology systems, and reforming the Department’s audit program to help nearly 90% of States and schools achieve clean financial and programmatic audits. Over his two decades of service, Mr. Juengst also has worked in the Environmental Protection Agency where he reshaped the government-wide approach to evaluating the efficiency of research investments, and the Office of Management and Budget under the Executive Office of the President where he helped develop new methods for assessing program performance to inform budget decisions.


Mr. Juengst is a Truman Scholar with a Master of Public Administration from American University as well as a Bachelor of Arts in both Political Science and Music from the University of Colorado at Boulder. He is an avid outdoorsman and scout leader, and lives in Catonsville, Maryland with his wife and two children.
