BREAKING NEWS: As first announced on September 23, 2022, VA has ceased accepting new applications for Veteran-owned small business verification or reverification as of October 24, 2022. This action was taken to facilitate the January 1, 2023, transfer of CVE’s verification functions to the Small Business Administration (SBA) as mandated by the 2021 National Defense Authorization Act. New applications should be submitted to SBA when they begin receiving new applications on or around January 2023. If you have additional questions about
SBA’s future certification program, please contact SBA at cvetransfer@sba.gov. See Frequently Asked Questions concerning this change.

The mission of the Department of VA Human Capital Services Center (HCSC) is to provide a delightful customer experience and engage VA employees with products and services that will enable them to become role models in serving Veterans and their families.  To deliver on this mission, HCSC strives to provide high quality, effective, and efficient Information Technology (IT) services to those employees.  The VA depends on IT systems to meet mission goals; one of those goals is to implement a new enterprise learning management solution.  The anticipated VA Enterprise Learning Management Solution (ELMS) shall include a comprehensive, modernized, and intuitive set of tools to support employees and other workforce members in their individual development planning, succession management, career development, competency assessment, skills acquisition, and training goals.  Any new ELMS will replace the current solution (i.e., Talent Management System (TMS)), integrate with VA’s other human capital management and business solutions and serve as an authoritative data source to facilitate data management and data sharing across the Department.
